POST /fabric/identity/passport/check-action

CHECK_ACTION: a single-use authorization bound to this exact signed request, or a DENY with the reason. Agent keys may call this (an agent asks for its own authority); the request must name the key's tenant.

`422`	Validation Error	`HTTPValidationError`
`429`	Rate limit or monthly quota reached. Wait for the number of seconds in Retry-After when it is sent.	`Error`
